Regional prompt extension.

Hello @ClashSAN, not sure what's the format for proposing extensions be added to the wiki, sorry if I missed it.

It is similar in purpose to the latent couple extension, to my understanding - allows separating the prompt to localised regions across the image. We're in the late stages of adding an experimental 2D syntax with varying length rows and columns, and @hako-mikan said lora localisation should be possible, so that should make a significant upgrade over latent couple.

Would be great to be able to do region prompt based on SAM (segment anything bu meta) maps. Is this doable?
