Launch via batch fails, lauching launch.py directly works

Using g:\AUTOMATIC111\stable-diffusion-webui\launch.py via run/cmd/doubleclick works fine and launches everything.

do you start it with webui-user.bat? Because the first message mentioned he was starting "webui.bat".
Also make sure you do not start the bat as admin or anything. just as normal windows user.

What errors do you get? If things go wrong it is nearly always a good first idea to delete the "venv" folder and just start the webui-user.bat which loads all stuff from new.
