My auto1111 webui is taking several minutes to start... Is it normal?

Is it normal, than my webui is taking up to 2+ minutes to start if started for first time and up to 1+ - if restarting?

After installing Dreambooth extension I noticed this:

Does your project take forever to startup?
Repetitive dependency installation may be the reason.
Automatic1111's base project sets strict requirements on outdated dependencies.
If an extension is using a newer version, the dependency is uninstalled and reinstalled twice every startup."

So, are 1-2+ minutes considered "forever", or it is normal? The same long start was already present before adding Dreambooth extension.
