[Setup]: How to install/apply the "torch" cache file? (THIS IS NOT AN OPTION WITH REMOVING "VENV")

Do not advise me to remove venv and so on, when removing venv, installation and unpacking is going on, I also need these 2 processes to work separately because my disk freezes.

I can use the version that was installed after the system freezes, but I don't guarantee full functionality.

So I need another way.

I also installed "torch" using the --no-cache-dir command, but the startup process becomes too long (but the system does not hang during installation)

Is there a solution to this problem?

So my answer is, yes, I have a weak PC, but this does not prevent me from using the program, this is the problem of the "torch" installation process itself, namely [INSTALLATION] and [CACHING] at the same time, this is the same as installing and deleting heavy programs with a large "NUMBER of FILES" on the HDD at the same time.

That's what I had when installing with a hung system, I do not guarantee that everything was installed correctly.

When installing with the command "--no-cache-dir"

1. Installation is MUCH faster.
2. The startup takes longer, but there are no errors at the time of installation.
