Using thrusters for Hohmann maneuver while paying attention to fuel consumption

Hello , I have an idea ,I want to use Hohmann orbit change to achieve orbit change from low orbit to high orbit, which means I need to apply two pulses. During the two pulses, the thruster should consume fuel. I would like to ask if there is a flight software module that can control the thruster to apply pulses to achieve orbit change?
