tleHandling returns meanOrbit elements not osculating elements

Describe the bug
The script: 'tleHandling.py' returns currently meanOrbit elements instead of osculating orbit elements. This leads to erroneous position and velocity in BSK when compared to the initialization of the same satellite with an SPG4 propagator.

To reproduce
Steps to reproduce the behavior:

• Initialize a satellite with a tle in BSK and e.g. skyfield.
• Compare position and velocity

Expected behavior
Position and velocity with the two methods differ.
