Add Google-style docstrings to most functions in modlib, remove unnecessary whitespace, and license the code under GPLv3

The docstrings are there for documentation and quick access to determine which function accepts what and returns what
The license is in place to guarantee that the code is free software, allowing anyone to create any mods they please and ensuring the project remains open source.
