Update modlib to reflect new documentation system

Currently, the actual mod library does not use the new documentation system. Also, the mod library doesn't follow PEP 8 naming conventions. After the issue has been fixed, I'll submit a pull request.

Most of the code now follows proper convention and is properly documented.
