Line smoothing setting reverts to default after a tool change

If the user turns line smoothing off while drawing lines, and then switches to a tool like "delete shapes", the smoothing turns back on when the user switches back to the drawing tool. The initial setting should be preserved when changing from a drawing tool to non-drawing and back.

Note, that the fix changes the previous behaviour where we always turned line smoothing on when switching to the Draw tool. This is kind of an edge case, as I believe most users will just stick to smoothed lines anyway, but gives more consistent results for those who don't.
