resources/data/laureate.csv: Add local copy of laureate CSV

- According to the terms, it implies the data is CC-0:
  https://www.nobelprize.org/about/terms-of-use-for-api-nobelprize-org-and-data-nobelprize-org/
- Also it encourages local caches instead of using their API too much.
