Make Spark Data Standardization releasable under new maven central repository (#73)

* - Updated `sbt-ci-release` to `1.9.3` for release.
- Updated `jacocoVersion` to `0.8.11-absa.1`

* Update plugins.sbt

Made version: `1.11.2`

* * rolled back jacoco version bum to see if it solve build issues
