When I "cmake -DUSE_PYTHON=1 -DUSE_QT=0 -DOIIO_BUILD_TESTS=0 .." or directly make

error: OpenColorIO is required, aborting

How can I get this Package?

What platform are you on? What version of OIIO are you trying to build? The current release, 3.1?

Assuming you are using OIIO 3.1.7.0, the latest release, and are building in an environment that allows internet access during the build process, the following ought to work:

cmake -DOpenImageIO_BUILD_MISSING_DEPS=required ...

This will cause OpenColorIO (and any other hard dependency requirements that will fail a build if not found) to automatically download and build as part of the OIIO build process, if it's not found already on your system.
