Improve New Asset Contribution Process Documentation #39
Description
The Asset Contribution process is currently obfuscated -- it is a (personal) Google Doc template form that must be copied, filled out, and emailed to the TSC. The process and doc are only linked to from a buried page on our Wiki: https://lf-aswf.atlassian.net/wiki/spaces/DPEL/pages/11436283/How+To
The submission process should be much easier to discover and execute.
Migrate the Google Doc form to GitHub (as an Issue type?), and add the contribution process to the main website.
The contribution process should also be expanded to include more explicit steps so potential contributors know what to expect.
