[Android] Usage times are wrong

• I am on the latest ActivityWatch version.
• I have searched the issues of this repo and believe that this is not a duplicate.

• OS name and version: Android 14
• ActivityWatch version: v0.12.1 (rust)

Describe the bug

The usage times and individual app times are wrong/off when compared to other apps, such as Samsungs built-in Wellbeing app and other apps like the sideloaded AOSP Wellbeing App.

To Reproduce

Just use the app and compare the active time and application time with other apps. (Such as the devices own ones)

Expected behavior

Should have the same times, since every app uses the "Usage data access" feature built-into Android.

Update:
Its always(?) shows lower usage times than in reality.
I checked whether the other apps are wrong, but that's not the case. For example, today I used Brave for 8 minutes. The other apps show it correctly, but ActivityWatch doesn't. AW only shows 42 seconds.

For example AW shows:
11min less on Aniyomi,
~20mins less on Instagram,
3mins less on TikTok,
15mins less on Brave (shows 45sek, but I used it 15mins),
Etc

Update 2:
For example, my/other Wellbeing apps show a usage of 6 hours where ActivityWatch shows 4 hours of usage.
