“ctag” modifier

### Issue Details

Currently, only the client modifier is available. However, this approach is not practical for rule management.

### Proposed solution

For a single domain, multiple client names must be specified, whereas with ctag it would be possible to define one logical rule (e.g. for “Android”) and apply it consistently.
