Windows builds are failing

Seeing Java 8 and Java 11 windows builds failing with
Error response from daemon: ENV must have two arguments

Inspecting the generated Dockerfile the issue is that JAVA_URL is undefined:

ENV JAVA_VERSION jdk11u

@dinogun have you made any recent changes to the generating scripts that could cause this?
