💡 Feature: Make changes to sponsor icon

Make the following changes to the sponsor icon:

• Remove animation
• Remove for user if already a sponsor
• Add setting in /etc/csf/csf.conf to hide

I am a sponsor but I agree that the flashing heart is a distraction. I ended up hiding it with adblocker. I don't mind it there if it is a static heart but flashing is actually affecting my attention.
