[Onboarding] Welcome cards on homepage #3498

Summary
Add a "What do you want to do?" card grid to the homepage for new users. Cards navigate to the relevant starting point.

Behavior
- Cards render for users who have not completed onboarding
- Clicking a card navigates to the destination
- "Explore demo project" is hidden until demo project ships
- Cards do not trigger walkthroughs in this version (navigation only)
