Unable to emit socket messages for dispatches #1923

Environment
- Covalent version: 0.232
- Python version: 3.8
- Operating system: Ubuntu
What is happening?
No event is emitted on sockets for dispatch-related updates
How can we reproduce the issue?
Run a workflow and open the covalent app. You will not see the dispatch details until you manually refresh the UI.
What should happen?
The UI should update automatically whenever there is a dispatch gets created/updated.
