Disable terminal in config (or anywhere) #1979

What should we add?
We have to run the server on a multi-user machine. The terminal allows any user with access to the UI port to execute any command in the account from which the server was started. This is a gigantic security issue which our admins will not tolerate. Please allow disabling the terminal in the GUI.
Describe alternatives you've considered.
Hack main.py for the UI server.
