[DISCUSS] Drop support for GCS batch loading

There is an open issue #9 that proposed dropping support for GPS batch loading in version 3.

I believe that there are deployments that use batch loading and wish to continue to do so. This discussion is to ascertain if there is enough support to continue with supporting batch loading.

@veliuenal I believe that your company uses GCS batch loading. Do you/they have any intention to switch away from batch loading to the streaming interface? I believe they want to continue to support GCS batch loading and want to surface that desire here if that is the case.

I'm strongly against this idea due to different pricing. I think both options (through Storage Write API and GCS load jobs) are viable alternatives and have different use cases.
