offset management - at least once

Is the connector perfectly at least once by default , meaning no matter what the connector will commit offsets only if event are for 100% sure received by bigquery.

The confluent implementation was doing weird things confluentinc/kafka-connect-bigquery#187

I did not yet check the code of this fork .

In all case thanks to Aiven to sharing this fork and continue to share in open source !!

@raphaelauv I do not know if it is perfectly at-least-once by default. I don't know that we have a test for that. If you have a test and would run it and/or submit the code to us, I would be greatful.
