File name character limit of 38 - is this intentional?

I've noticed that there seems to be a character limit of 38 for file names in the app. This for me is usually not enough to give my files descriptive names and add additional information (maybe I just have the problem of German purportedly having long words).

I have a few questions about this:

• Can someone confirm if this is correct?
• Is there a setting to change or increase this limit?
• Is this intentional, and if so, is there a specific reason for not allowing longer filenames?
