fix(guard): improve charge handling logic in repair process (#89)

Refactor the charge management logic to be more precise when waiting for minimum charges. Add estimated wait time calculation and countdown timer when charges are insufficient. Remove redundant "spend all charges" mode when below minimum threshold.
