[BUG] Improve Episcanner calculator module

The calculator module can be improved for ease of use. Here are some thing that can be done:

• The current year should not be presented in the table of parameter estimates. or alternatively, shown with a warning that those estimates are not yet stable, and can only be trusted after week w.
• The calculator app should include a checkbox, to lock parameters to user-defined values and always optimize the unlocked parameters on each update of the curve.
• Make popup message show epiweek, because we have a peakweek selector so the user needs to know the the epiweek of each point in the curve.
• Allow for higher max total cases
• Check if its is possible to updated just the calculator figure instead of the entire page on each change of parameters. But I am not sure it is possible in Wave.
