FeatureRequest: Send messages to other parties

An admin command that allows a player with a corresponding permission to send messages into any party by name

`/party chat <partyName>` to toggle to that party

As `/p <partyName>` and `/p <message... (greedy)>` are ambiguous that can't really be implemented
