[mdspan.layout.leftpad.cons] Add \expected.

The description of

    template<class LayoutLeftPaddedMapping>
      constexpr explicit(see below )
        mapping(const LayoutLeftPaddedMapping& other);

didn't separate Mandates and Preconditions. This commit adds an
\expects to separate the two.
