Update DEI.md

Based on a conversation with @demetris11 today and feedback from @Ruth-ikegah and @germonprez, I added the following suggested changes: 
- added a disclaimer about this being a part of the Pilot Program and the potential that this file may change. This will be removed when the Pilot Program is complete.
- Took out the reference to the badge level for clarity
- Made the top a little cleaner for readability
- added the "ever evolving" comment to indicate that metrics may change over time
- Added a link to the CHAOSS Project
- Added a link to the All In DEI Resource Hub to strengthen the connection with All In Support resources and programs
