Add -CategoryId parameter for New-TdIncident

Yes. When using special characters in Category name, New-TdIncident ignores the category. Specifically, I'm trying to use a category of name "Overvågning" - if I change this to any other category not containg "å" it works.

Switch to using Category ID, or make it possible to use either of them.

I've changed category name, but it shouldn't be necessary.
