config(eth): add prune and peer throttling configuration

Configuration updates:
- Added [prune] section with block_interval = 5
- Added [prune.segments.receipts_log_filter] for log filtering
- Added incoming_ip_throttle_duration = "0s" to disable IP throttling

These settings improve node performance and resource management.
