use Turbojpeg as JPEG import and export lib.

I works in Linux .Current image32 don't support JPEG import and export in Linux.
Turbojpeg is fast ,cross-platform， and very easy to use.
tjCompress2, can direct export image32.Pixels to jpeg.
I hope image32 can use Turbojpeg as JPEG import and export lib.
