show an error notification on web page for db errors

instead of internal server error(which is thrown by db connection failure), add a function to retrieve the status, and display an error notification banner on webpage if error due to database

Error notifications such as username taken on sign up page should be properly displayed as a error on the sign up form instead of a separate message
