In the apollo/cyber/scheduler/scheduler.h, a static member function has been declared:

static Scheduler* Instance();

but this function is not defined in scheduler.cc, while in scheduler_factory.cc, a function is defined here:

Scheduler* Instance()

this function does not use the scope of class name like:

Scheduler* Scheduler::Instance() {}

but everything seems this function is the static member function. Why?
