[Feature Request] Local element limits and dynamic weight factor. #83

This is a reconsideration of my previous feature request, given its applicability would likely end up much more narrow than I originally thought.

Local pool limit - a cap on how much of a given element can generate from an individual direct parent piece.

Dynamic weight factor - a multiplier for a given element's weight in a template pool, based on environmental conditions at its instance's location, such as a quantity of specific blocks inside of bounding box, or proximity to another element.

Additional minor notes:

  • option for a template pool instance to return a valid element with the highest weight (ie. disable shuffling).
  • alternate proximity algorithms - manhattan distance, A* path length (customizable pathing rules?)
