Authentication to MESH

Thank you for Open Sourcing this tool.

My understanding is that the application manages a database of Hospital/NHS Numbers and periodically this the NHS Numbers are checked against the National Data Opt Out service over MESH and the result stored in the local DB.

How does authentication with MESH work with this application? I am expecting that each organisation wish to use this tool still needs to apply for access to MESH (and not piggy back on University Hospitals Plymouth NHS Trust's access). Is this correct?
