Control Module & Health and Error callbacks

This is an update for control module changes.

Control Module:

1. We have reverted to a state where each module is registered with a role with control module
2. So, one registers a module with a particular role with the control module and when required gets the module by role.
3. We do not allow updating modules for a given role. Once a module with a particular role is registered, it can not be updated.
4. Please note nothing stops us from having one control module with multiple pipelines as control module stores the object for module directly and each enrolled module stores the object for control module directly. But, this might not be the best solution for such a case. If you are such a situation, consider alternate solution .

Note on Health & Error Callbacks:

1. Registering a module with control module is mandatory for error and health callbacks to work.
2. @yashrajsapra please update more about the flow on this.
