doc/rados: Fix more mClock links in ops/monitoring-osd-pg.rst

Inspired by ceph#64752 these are the last few external link definitions in
main that incorrectly include the .rst extension.

There is a strong case for eventually moving all internal links to :doc:
and/or :ref:.
