My current thought is that it's best we essentially clone BetterCommandSpy's configuration for command spying, and add your suggestion as an extra; i.e., if admins want to fine tune their command spying to integrate with command chains, they can readily do so via the action you described. Do you think that may work well?

I'm not sure how BetterCommandSpy works as I've never seen a reason to use it in my projects, but from the description you've provided of what you want to do it sounds like it'll be great
