refactor(i18n): remove fuzzy translations and harden behavior

- split logic into three focused functions:
  - validate_and_get_tools(...) — validate inputs and determine msgmerge/msgattrib paths
  - run_msgmerge(...) — run msgmerge and surface stderr on failure
  - run_msgattrib(...) — run msgattrib into a temp file and atomically replace .po
- use pathlib for paths, tempfile.mkstemp + os.replace for safe atomic swaps
- use shutil.which for POSIX tool discovery and explicit Windows fallback paths
- capture subprocess stderr and log failures; use logging.exception for tracebacks
- return non-zero exit codes on failures and expose CLI params (--pot-file, --locale-root)
- narrow exception handlers when cleaning temp files to OSError (fix pylint W0718)
