internal keyboard disabled?

Steps to reproduce.
16" MBP M1 Pro
KDE Fedora

1. Open settings, find touchpad, disable device.
2. Keyboard is working, trackpad is not as expected
3. Reboot device
4. Trackpad is still not working, neither is keyboard.
5. Enable touchpad, trackpad works, but keyboard doesn't
6. Reboot, keyboard works again.

Very strange behavior, somewhere in when linux loads, since the trackpad is disabled so is the keyboard.
