feature: end-to-end localization

Currently only engine "resource" strings are localizable and content strings are mono-culture. All code-based text formatting is using whatever culture the server is using (possibly forced en-US?), Ignoring client locale.

• Engine sources default locale from environment, or configuration (configuration will not have it explicitly included by default)
• All descriptors should have localizable Name strings
• Clients will inform server of their locale (this can change at runtime)
• Server will use client locale for formatting/string loading as it is available
