Introduce 'new' (placement/company/official) buttons in the respective pages.

Right now, the `+` button is there only in dashboard, inside it's not there. For example, take the officials page, we have a `new official` button in dashboard but then inside the officials page it's not there.

This will be a UX improvement if implemented.
