[To Do] Apply fix for "missing" translation files

Non-urgent- fixes the annoying 404 errors from the allegedly missing but actually present catalog/locales/en-schema-iso19139.XXX.json

Add to docker-compose overrides for geonetwork service:

- /home/ec2-user/schemas/iso19139.osmp/src/main/plugin/iso19139.osmp/src/main/config/translations/en-schema-iso19139.osmp.json:/usr/local/tomcat/webapps/geonetwork/catalog/locales/en-schema-iso19139.osmp.json
