Bluetooth is not working.

I ran the Bluetooth activation file, and the Bluetooth toggle appeared, but it turns off after I first turn it on. When I remove the Wi-Fi adapter, restart the PC, and plug the adapter back in, it doesn't turn off, but although Bluetooth appears to be on, I started getting the 'Couldn't connect' error in the device discovery section.
