[Ambient Light] Don't write logs while Force Light or Force Dark Mode is enabled

While Force Light Mode and Force Dark Mode is activated, AmbientLightGovernor still writes in the log. Just like pause theme switching, this should be removed.

How should this issue be reproduced? (Because I don't have an ambient light sensor, it is difficult to test, so I can only modify the code to simulate it.) In forced mode, ambient light detection should not be triggered.
