Feature Request: Quote Post settings for non-block editors #2268

What
I would like to be able to globally set quote visibility. I don't use the block editor.
Why
As per the latest release notes.
When writing in the Block Editor, you’ll now see a sidebar setting that lets you decide whether everyone can quote your post, only your followers can, or if quoting is reserved for you alone.
I don't use the Block Editor. Over 9 million people use Classic Editor.
How
I see two possible options.
