Date displayed on the panel is not formatted based on locale settings

How to reproduce

1. select fr_FR as system-wide locale,
2. select "Display month and date on the panel" in Ayatana Indicators Settings.

Current behavior

The date is displayed on the panel as lun. jan. 5 although the date command correctly returns lun. 05 jan..

The gsettings description for org.ayatana.indicator.datetime time-format says:

If you think the setting is wrong for your locale please join or talk to the translation team for your language.

But there may be more to this: when the default en locale is selected, the date is shown with a space instead of a leading zero (e.g. jan. 1 instead of jan. 01), which is again not consistent with the output format of the date command that uses %d instead of %e to format the date. The same also applies when the fr_FR locale is selected, in addition to the reverse order for date and month mentioned in the issue description.

So that may in fact be a formatting issue rather than a translation issue. Names for months and days of the week are correctly translated. Setting custom-time-format to %c makes the date show in the expected format on the panel, consistent with the system locale and with output of date.
