fix: move EC2 shutdown timers from bootstrap_ec2 to ci.sh

The EC2 auto-shutdown timer was determined by CI_FULL in bootstrap_ec2,
but CI_FULL is only set for semver/master branches. Merge-queue runs
execute ci-full-no-test-cache (a full workload) without CI_FULL=1,
so they got the default 60-minute shutdown timer instead of 75 minutes.
This caused the x1 runner in PR #20469 to be shut down mid-benchmark.

Move AWS_SHUTDOWN_TIME to ci.sh where the workload type is known:
- full/grind modes: 75 minutes
- merge-queue/release modes: 90 minutes (includes arm64)
- network/KIND modes: unchanged (already set in ci.sh)
- everything else: default 60 minutes from aws_request_instance_type
