feat: enable Android download targets in barretenberg-rs build.rs

Android artifacts are now built and uploaded in CI releases, so enable
the download targets for aarch64-linux-android and x86_64-linux-android.

refactor: use Zig for Android cross-compilation instead of NDK

Replace NDK-based Android presets with Zig-based ones, matching the iOS
cross-compilation approach. Download a lightweight 22MB Android sysroot
(from spacedriveapp/ndk-sysroot) instead of requiring the full 1.5GB NDK.

- New presets: zig-arm64-android, zig-x86_64-android
- New script: download-android-sysroot.sh
- Integrate build_android into bootstrap.sh release and CI_FULL builds
