Add CI to test against Noir pre-releases + create Issues for incompatibilities

As we should update this starter before flipping every Noir pre-release into a stable release, automating tests and preemptive prompts through CI for incompatibilities against new Noir pre-releases would help minimize unnecessary manual labour.

@signorecello I believe you set up a script that runs the starter against the latest releases and notifies us via slack message, correct? Perhaps this is close to being complete already.
